(A) The regular meetings of the City Council shall be held in the Council Chamber in the City Hall on the second and fourth Monday of each month, at 7:00 p.m., except when said Monday shall be a public holiday, in which case the Council shall meet at the same hour on the following day. Adjourned meetings may be held for the purpose of completing the unfinished business of the regular meetings at such time as may be determined by the Council.

(B) Special meetings of the Council may be called from time to time by the Mayor or Council people, upon giving not less than 48 hours notice to all members of the Council. However, that if all members of the Council are present at such special meeting, said notice of such special meeting may be waived. Notice to Council people shall be by personal service by delivery of said notice to said Council person's principal residence and depositing a copy of said notice in the Council person's mailbox at City Hall.
