§ 41.03 ADOPTION AND AMENDMENT OF PLAN OF GOVERNANCE AND OPERATION.
   The Aggregation Program shall be operated in accordance with the plan of operation and governance. The City Council may from time to time amend the plan of operation and governance by resolution approving such amendment.
