§ 2-318 POWERS; DUTIES.
   The powers and duties of the Administrator shall include, but not be limited to, the following:
   (A)   To serve as the chief administrative officer of the town government;
   (B)   To execute the policies, directives and legislative action of the Council;
   (C)   To recommend policy improvements/changes and legislative actions to the Council;
   (D)   To direct and coordinate operational agencies and administrative activities of the town government;
   (E)   To recommend and administer employee personnel policies, classification and compensation plans and performance evaluations approved by the Council;
   (F)   To be responsible for the suspension of personnel;
   (G)   To prepare annual operating and capital improvement budgets for submission to the Council, and in the exercise of these responsibilities, he or she shall be empowered to require such reports, estimates and statistics on an annual or periodic basis as he or she deems necessary for all town departments and agencies;
   (H)   To authorize shifts in departmental budget line items; provided, overall departmental budget appropriations do not change. The Council shall be notified of shifts at the next scheduled meeting of the Council;
   (I)   To act as purchasing agent for the town, supervise the expenditure of appropriated funds and approve all purchase orders;
   (J)   To prepare annual, monthly and other reports for the Council on finances and administrative activities of the town;
   (K)   To prepare monthly Council meeting and work session agendas and notes; and
   (L)   To perform such other duties as may be required by the Council.

§ 2-340 APPOINTED.
   The Council shall appoint an officer who shall have the title of Town Clerk and who shall serve at the pleasure of the Council.
§ 2-341 BOND REQUIRED.
   Before entering upon the duties of his or her office, the Clerk shall enter into a bond in such sum as may be required by the Council with good and sufficient surety for the faithful performance of his or her duties. The fee therefor shall be paid by the town.
§ 2-342 DUTIES.
   The Town Clerk’s duties shall be as follows:
   (A)   Serve as ex officio Clerk of the Council;
   (B)   Give notice of meetings;
   (C)   Attend regular and special meetings;
   (D)   Record votes of the Council;
   (E)   Attest all ordinances and resolutions;
   (F)   Keep the minutes of Council meetings; and
   (G)   Perform such other duties as may be assigned by the Council.
§ 2-343 MAY ACT AS TREASURER.
   In addition to all other duties, the Clerk may act also as the Treasurer and perform those duties commonly associated therewith, pursuant to state statutes and this code.
