It shall be a violation of this chapter for any person to camp or store camping paraphernalia or other personal property items on any public property within the boundaries of the county that:
(A) The county, its officers, agencies or departments, use for offices, parking space, public transportation or any other governmental purpose; or
(B) The county leases to, or has a management agreement with, another governmental or quasi-governmental agency, or any corporation, organization or person.
