All applicants for the permit required by Section 1010.01 shall, immediately upon completion of the work, repair and restore the public street, alley or other ground in accordance with the provisions of Section 1010.06 and with such rules and specifications not inconsistent therewith as may be made by the Safety-Service
Director from time to time. In the event that such repair and restoration are not completed in accordance with the provisions of this chapter and such rules and specifications, the deposit provided for in Section 1010.03 shall be applied to the cost thereof. In the event that the actual cost of repair and restoration is greater than the amount of the deposit, the applicant shall pay any additional amounts required to the Treasurer within ten days after being notified thereof. In the event the actual cost is less than the amount of the deposit, or in the event the applicant satisfactorily completes the repair and restoration as required, the deposit or any unused portion thereof shall be returned to the permit holder within sixty days of the payment of the actual cost or determination by the Director that completion has been satisfactorily accomplished.
