No person shall open, excavate or remove a portion of any public street, alley or other public ground of the City or disturb the surface of the same in any way, unless application in writing has been made for a permit to do so and unless the same has been issued by the Safety-Service Director. Such application shall specify the exact location, and the estimated duration of the proposed opening, excavation, removal of a portion of, or disturbance of, the surface of a public street, alley or other public ground of the City, the purpose for which the same is being made, the approximate size of the opening, the name of the applicant's insurance carrier, the amount of the applicant's liability insurance, and any other information the Director deems necessary.
A fee of five dollars ($5.00) shall be charged for issuance of the permit.
In the event of a real and present emergency requiring a public utility company to commence such work without prior application and receipt of such permit, the application shall be made on the next regular business day following the commencement of such work.
