The Safety-Service Director, as Superintendent of the Water and Sanitary Sewage Department, shall transfer such employees as may be necessary for the operation of the Department, or shall provide, by part-time service from existing City employees, the necessary personnel for the creation and operation of the Department. The City Auditor shall supervise and install proper books of account for the Department, and such books of account shall be maintained by the Department subject to audit as provided by law, by the City Auditor. The superintendent of the Department shall prepare such rules and regulations governing the manner in which the Department shall be conducted and its services furnished to the inhabitants of the City, as he may determine to be necessary, which shall be submitted to Council for approval before becoming effective.
