In the event the office of any member of Council shall become vacant for any reason except a permanent vacancy in the office of Mayor as described in Section 5.07 of this Charter, the Council shall, by a majority vote of the remaining members elected thereto, choose a successor within thirty (30) days after such vacancy occurs. If the vacancy occurs before the expiration of two years of the former Council member's term and more than one hundred twenty (120) days prior to the next regular Municipal election, a successor shall be elected to complete the unexpired term at a special election to be held on the day of the next regular Municipal election.
