After the hearing pursuant to Section 755.04, the committee of Council to which such application has been referred by the President of Council shall report their finding and recommendation to Council. If Council grants such application, that fact shall be communicated in writing by the Clerk of Council to the City Manager. Upon receipt of such written communication from the Clerk and upon compliance by such operator with the requirements of this chapter as herein set forth, the City Manager shall issue a certificate of public convenience and necessity to such operator.
