Whenever any applicant for a certificate of public convenience and necessity has complied with all conditions and regulations relative to the filing of an application, the City Manager shall forward such application to Council at its next regular meeting. Such application shall be referred to the proper committee of Council by the President of Council, for the purpose of having a hearing thereon to determine the public convenience and necessity as hereinafter set forth; notice of such hearing shall be given to all interested parties, not less than five days before the date set for such hearing. The kind of notice, place of hearing and all facts relative to such hearing shall be regulated by the committee.
