§ 51.29  BILLINGS AND RATES.
   (A)   Until the time as the Town of Kenly shall measure all residential water consumption by meter, all residential accounts, metered and unmetered, will be billed monthly on a average use basis, the basis to be established as follows.
      (1)   (a)   The Town of Kenly presently has installed and operating approximately 200 water meters in residential units.
         (b)   The average use basis will be established by the experience rates of presently metered customers and computed at least every 3 months and separated into divisions for residential units having the same number of occupants.
         (c)   All water users, both metered and unmetered, in each division (1 occupant, 2 occupants, and the like) will then be billed for water use in accordance with the average use basis established for the division.
      (2)   (a)   For example, if the town has 10 metered homes which have 4 occupants and the total water consumption for 1 month for all 10 homes is 10,000 gallons, the average monthly consumption for 1 the residence is 1,000 gallons.
         (b)   All 10 of these metered accounts and all those unmetered residential accounts having 4 occupants will be billed for a monthly water consumption of 1,000 gallons (the average use basis for a 4-occupant residence being 1,000 gallons).
   (B)   All business, commercial, and industrial accounts will be billed by meter; and if a meter becomes inoperable the accounts will be billed on the basis of the average of the last 3-months' usage until the meter can be placed back into operation.
   (C)   The rates for water consumption shall be in accordance with Exhibit B, which is attached to Ordinance 51 and incorporated herein by reference.
