Charges for tap in of water and sewer lines, for water deposits, and the minimum residential, commercial, and industrial monthly water rates shall be as set forth in the table below.
(A) Charges for tapping on to water and sewer lines owned by the town.
(1) Water tap inside town limits.

(B) Acreage and flow fees charged for capital reserve in the wastewater treatment plant.
(1) Residential. Two hundred fifty dollars per acre or any fraction thereof, plus $250 flat rate flow fee.
(2) Non-residential. Four hundred fifty dollars per acre or any fraction thereof plus $1 per gallon of allocated daily flow.
(3) Examples. The following examples shall be the basis for residential and non-residential fee calculations.
(a) Residential. Single-family dwelling on a single owner lot containing 1.2 acres.
$250/Acre x 1.2 Acres = $300
+ $250 (flat rate flow fee)
$550 total fee
(b) Non-residential. Apartments, apartment complexes, commercial or industrial businesses and the like containing 5 acres and NC DEM base flow or developer requested flow (if larger) of 3,000 GPD:
$450/Acre x 5 Acres = $2,250

(C) Assessment fee for water. A 1 time charge for water services at a rate of $2.50 per gallon for 1 day use. A family of 4 will use 175 gallons a day at $2.50 per gallon.

(D) Service fees for infrastructure subject to reimbursement agreements.
(1) This is a fee for tapping onto a privately-developed, town-owned water or sewer line that is subject to a reimbursement agreement. This service fee is in addition to all fees listed above.

Example: A developer buys 20 acres of land. On this land is a sewer line that is subject to a reimbursement agreement. The developer plans to tap onto the sewer line and build on 10 acres right away.
$1,960.52/Acre Developed x 10 Acres = $19,605.20
(2) The developer will pay the town $19,605.20 for the 10 developed acres. If the other 10 acres are developed in the future, the same formula shall be used to determine payment to the town, even if no additional taps are necessary.
(3) *DEVELOPED is defined as constructing a building, paving or some other form of man-made or taxable improvement.
