No taps into any water or sewer system lines of the Town of Kenly or subject to jurisdiction of the Town of Kenly or serviced by the Town of Kenly or into any lateral lines installed on and maintained by any individual property owner or user shall be made without the written consent and approval of the town or of its duly authorized representative or employee.
