§ 32.35  LIBRARY BOARD.
   (A)   The Library Board shall consist of 7 members and shall be appointed by the Town Council. The term of office shall be for 3 years, and a member shall be eligible for reappointment. Terms shall expire on June 30. A Town Council member shall serve as ex-officio member and shall be notified of all regular and special meetings.
   (B)   Some of the basic functions of the Library Board are as follows (but not limited to):
      (1)   To make studies of the Town of Kenly Library.
      (2)   To determine objectives to be sought in the development of the study areas.
      (3)   To prepare and recommend plans for achieving objectives.
      (4)   To develop and recommend policies, ordinances, administrative procedures and other items necessary to carry out plans in a coordinated, effective and efficient manner.
      (5)   To make recommendations to the Town Council and Town Manager on the overall operation of the Kenly Public Library.
      (6)   To perform studies requested by the Town Council.
      (7)   To recommend and advise on the acceptance of any grant, funds or services made available by the State Government and its agencies, the Federal Government and its agencies, or any other agency.
      (8)   To conduct public input sessions as required to gather information necessary for the drafting, establishment and maintenance of the plans, policies and other items necessary for the best overall plan for the Town of Kenly Public Library.
      (9)   To assist in developing and maintaining cooperate arrangements with Johnston and Wilson Counties.
      (10)   To promote public interest in and an understanding of its recommendations and to that end it may publish and distribute copies of its recommendations and may employ such other means of publicity and education as it may deem necessary.
