(A) It is the intent and purpose of this chapter to establish emergency management procedures to ensure the complete and efficient utilization of all resources and authority in the event of an emergency or disaster.
(B) This chapter shall not abridge or modify the authority of the Governor or his or her delegates to implement emergency measures during declared states of emergency.
