§ 31.02  FAILURE OF COUNCIL MEMBERS TO ATTEND MEETINGS.
   If any Council Member shall fail to attend a regular meeting of the Town Council, or any special meeting of which he or she shall have had notice of at least 5 days, unless prevented by the cause as shall be satisfactory to the Town Council, he or she shall forfeit a sum equivalent to 1/12 of his or her annual compensation for serving as Council Member.
