The Plan Commission shall consist of seven members. All members shall be appointed by the President and Board of Trustees, voting jointly, and shall hold office for the following terms: three for two years, and three for three years and the successor to each member so appointed shall hold office for a term of three years. All members shall serve until their successors are appointed and qualified. Vacancies shall be filled in the same manner. The Chair shall be appointed by the President and Board of Trustees, voting jointly.
