§ 116.003 POWERS AND DUTIES OF THE LIQUOR CONTROL COMMISSIONER.
   (A)   The Liquor Control Commissioner is charged with the administration within the village of:
      (1)   The appropriate provisions of this Chapter; and
      (2)   All ordinances, resolutions, statutes, laws, rules, and regulations relating to alcoholic liquor and applicable within the village.
   (B)   The Liquor Control Commissioner shall have the following powers and duties:
      (1)   To enter, or to authorize any law enforcement officer or peace officer to enter, during regular business hours upon any premises licensed pursuant to this chapter to determine whether any of the provisions of this chapter or any other applicable statutes, ordinances, resolutions, laws, rules or regulations have been or are being violated, and at the time of such entry to examine such premises in connection therewith;
      (2)   To receive complaints from any citizen of the village that any of the provisions of this chapter or of the Liquor Control Act, or any rules or regulations adopted pursuant thereto, or any other applicable rules or regulations, have been or are being violated, and to act upon such complaints in the manner set forth in this chapter;
      (3)   To grant or deny any application for the issuance or renewal of a local liquor license, in accordance with the provisions set forth in this chapter;
      (4)   To appoint one or more persons to assist in the exercise of all of the powers and the performance of the duties of the Liquor Control Commissioner; and
      (5)   To perform all other duties required pursuant to the Liquor Control Act.
