The regulation of drainage and grading in this subchapter is intended to accomplish the following benefits:
(A) Protect and enhance the quality of life and the general welfare of the village and its residents, and conserve and enhance the village’s physical and aesthetic environment;
(B) Protect and maintain property values in a manner that ensures each property owner’s enjoyment of his or her property;
(C) Provide for enhanced design of improvements to the natural environment of the village;
(D) Stabilize topsoil by preventing or minimizing soil erosion and sedimentation; and
(E) Assist in controlling stormwater run-off.
