There is hereby created a Police Department, an administrative department of the village, which shall consist of the Chief of Police and of a number of lieutenants, sergeants, patrol officers, deputies, special police officers, and part-time officers, as may be from time to time provided by the Village Board, and all of whom, other than the Chief, shall be employees of the village.
