§ 32.13 BUILDING INSPECTOR.
   (A)   Position created. There is hereby created the position of Building Inspector. The Village Manager shall appoint the Building Inspector.
   (B)   Compensation. Whenever any person holding any other village office is serving as Building Inspector, he or she shall receive no salary or compensation for his or her services as the Building Inspector. Whenever any other person not holding any other village office is appointed as Building Inspector, his or her compensation shall be fixed by the Village Manager.
   (C)   Powers and duties.
      (1)   General. Under the general supervision of the Director of Community Development, the Building Inspector shall inspect all buildings and structures being erected, altered, wrecked or moved and any other buildings or structures which, in his or her opinion require it, for the purpose of determining whether or not all laws and ordinances pertaining to the Department of Community Development are being complied with.
      (2)   Power to stop work. The Building Inspector shall have the power to stop any construction work which is being done in violation of any provision of any ordinance relating thereto, and work shall not be resumed after the issuance of a stop order except on written permission of the Building Commissioner, Director of Community Development or Building Inspector.
      (3)   Access to premises. The Building Inspector shall have the right, in accordance with all applicable laws and during reasonable hours, to enter any building or premises within the village in the discharge of their official duties.
      (4)   Records. The Building Inspector shall keep complete records of all permits, inspections and activities of the Building Department.
