§ 32.02 DIRECTOR OF PUBLIC WORKS.
   (A)   Position created. There is hereby created the position of Director of Public Works, who shall be an employee and not an officer of the village.
   (B)   Powers and duties.
      (1)   General duties. The Director of Public Works shall have direct charge and control over the Department of Public Works and shall be responsible for the faithful and efficient conduct and operation of the Department.
      (2)   Street and public property maintenance. The Director of Public Works shall have charge of the maintenance and improvement of all streets, parkways and village-owned parks, including the maintenance of trees, shrubs and other plantings thereon, and of all buildings, grounds and equipment belonging to the village except that which is expressly delegated to the supervision of other officers and departments.
      (3)   Issuance of street permits. The Director of Public Works shall be responsible to review, prior to issuance, all permits for the opening, occupation or use of public streets, parkways, sidewalks and alleys, for public utility equipment, tree planting or removal, private driveway and sidewalk approaches and all other purposes authorized by law, ordinance or resolution of the Board of Trustees.
      (4)   Water and sewer systems. The Director of Public Works shall have charge of the safe and efficient operation of the water treatment plant and its related infrastructure, including water mains and meters, and the sanitary and storm sewer systems of the village.
      (5)   Additional duties. The Director of Public Works shall enforce, in coordination with the Village Manager, all provisions of this code and any other ordinance of the village relating to them, except traffic ordinances, and shall perform any other duties as may be required of him or her by law, ordinance or resolution of the Village Board.
