In the construction of this chapter, the provisions of § 153.003 shall be applied, except when the context clearly requires otherwise. The present tense includes the future tense; the singular number includes the plural, and the plural number includes the singular; the masculine gender includes the feminine and neuter; the word shall is mandatory and the word may is permissive.
