§ 10.02 DEFINITIONS.
   For the purpose of this code, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
   ACTION. Includes suits, prosecution and all judicial proceedings.
   ANOTHER. When used to designate the owner of property which is the subject of an offense, includes not only natural persons but also every other owner of property.
   BOARD OF TRUSTEES or VILLAGE BOARD. The President and Board of Trustees of the Village of Kenilworth.
   CORPORATE AUTHORITIES. Board of Trustees or Village Board.

   COUNTY.  The County of Cook, Illinois.
   COUNTY BOARD. The County Board of the County of Cook, Illinois.

   COURT. Any court of competent jurisdiction.
   ELECTORS. Persons qualified to vote for elective officers at municipal elections.

   FISCAL YEAR. The fiscal year for the village shall commence on January 1 of each year and shall end on December 31 of the same year.
   HERETOFORE or HEREAFTER.  HERE- TOFORE means any time previous to the day on which the ordinance, resolution or statute takes effect; HEREAFTER means at any time after that date.

   HIGHWAY, ROAD or STREET. May include any road laid out by authority of the United States, or of this state, or of any municipality, town or county of this state, and all bridges thereupon.

   IN THE VILLAGE. Includes all territory over which the village now has or shall hereafter acquire jurisdiction for the exercise of its police powers or other regulatory powers.
   LAND or REAL ESTATE. Includes rights and easements of an incorporeal nature.
   MAY. The act referred to is permissive.
   MONTH. A calendar month.

   MUNICIPAL CODE. The Illinois Municipal Code, 65 ILCS 5.
   OATH. Includes affirmation, and SWEAR includes affirm.

   OCCUPANT or TENANT. As applied to a building or structure or land, mean any person who holds a written or an oral lease of or actually occupies the whole or a part of any building, structure or land, either alone or with others.
   OWNER. When applied to property, includes any part owner, joint owner, purchaser and seller under a contract and/or deed, joint tenant, or tenant in common of the whole or part of the property, and includes any beneficiary of a land trust which owns property.
   PERSON. Any legal person; includes associations, partnerships, corporations, limited liability companies, joint ventures and bodies politic and corporate as well as individuals.

   PERSONAL PROPERTY. Includes all property except real.
   PREMISES. As applied to property, includes land, structures, and buildings.
   PRESIDENT. The Village President of the Village of Kenilworth.
   PROPERTY. Includes real, personal, mixed estates and other interests.
   REAL PROPERTY. Includes lands, tenements and hereditaments.
   SEAL. The seal of the village.
   SHALL. The act referred to is mandatory.
   SIDEWALK. The portion of the street between the curb lines, or the lateral lines of a roadway, and the adjacent property lines, intended for use of pedestrians.

   SPECIAL DISTRICTS. The meaning ascribed in Article VII of the Constitution of the State of Illinois of 1970.

   STATE. The State of Illinois.
   STREET. Includes alleys, lanes, courts, boulevards, squares and other public thoroughfares, except where the context includes private thoroughfares.
   TENANT. See OCCUPANT.
   THIS CODE or THIS CODE OF ORDINANCES. The Kenilworth Village Code hereby adopted, and as hereinafter modified by amendment, revision and by the adoption of new titles, chapters or sections.
   UNITS OF LOCAL GOVERNMENT. The meaning established in Section 1 of Article VII of the Constitution of the State of Illinois of 1970.

   VILLAGE. The Village of Kenilworth in Cook County, State of Illinois, except as otherwise provided.
   WEEK. Seven consecutive days.
   WRITTEN or IN WRITING. Includes printing, electronic and any other mode of representing words and letters; but when the written signature of any person is required by law on any official or public writing or bond, required by law, except as otherwise provided by law it shall be:
      (1)   The proper handwriting of that person, or in case he or she is unable to write, his or her proper mark; or
      (2)   An electronic signature as defined in the Uniform Electronic Transactions Act.
