§ 150.425 REQUIREMENTS GENERALLY.
   Except as hereinafter provided, it is unlawful for any person to erect a building for habitation on any lot or parcel of land within the village unless a highway, road, street or way for public service, facilities improved with water mains and sanitary sewers is provided to serve that parcel of land.
