No building permit that contemplates demolition work for which a demolition permit is required pursuant to this chapter shall be applied for or accepted by the code official unless and until:
(A) A demolition permit shall be applied for, approved and issued in the name of the owner and/or applicant in accordance with this chapter;
(B) All required fees shall have been paid by the owner or applicant; and
(C) The owner or applicant shall have reimbursed the village, pursuant to the demolition escrow required by § 150.029, for all costs that the owner or applicant is required to reimburse under this chapter.
