A demolition permit shall be required before any person proceeds with any of the following work:
(A) The demolition or removal of 50% or more of the floor area of any building (or buildings on the same lot) in any residential or business district in the village zoning regulations; or
(B) The demolition or removal of 50% or more of the structural elements of the walls or facade of a building (or buildings on the same lot) facing a street in any residential or business district in the village.
