§ 135.21 PLACING CIRCULARS, HANDBILLS AND THE LIKE RELATING TO COMMERCIAL ENTERPRISES IN OR UPON AUTOMOBILES PROHIBITED; DECLARED NUISANCE.
   It is unlawful for any person to distribute circulars, leaflets, handbills or other advertisements relating to amusements, services, products or other commercial enterprises, by placing them in or upon automobiles parked on any street or in any public parking place within the village, and the distribution hereby is declared to be a public nuisance.
