§ 135.20 LITTERING STREETS WITH HANDBILLS AND THE LIKE PROHIBITED.
   It is unlawful for any person to litter any street or sidewalk in the village with any circulars, leaflets, handbills or other advertisements relating to amusements, services, products or commercial enterprises. It is also unlawful for any person or organization to distribute or hand out any circular, leaflet, handbill or any other advertisement, to any person on the public streets or sidewalks so as to cause, directly or indirectly, the littering of any street or sidewalk within the village without the person or organization agreeing in advance to clean up or pay the cost of clean-up of any littering which may result from the distribution.
