No person shall throw, cast, lay or place upon any street, sidewalk or other public place within the village any glass bottle, window glass or any other articles made of or containing glass, nor any tacks, nails or other sharp substances; and in case of the accidental breaking of any glass upon any street, sidewalk or public place, the owner or person in charge of the glass, or the person responsible for the breakage, shall at once remove the same from the street, sidewalk or public place.
