It is the duty of every person owning or controlling any multiple dwelling to allow the Building Commissioner, or any person duly authorized by him or her, access to any and all parts of the buildings covered by this subchapter between the hours of 6:30 a.m. and 10:30 p.m. for the purpose of determining whether the provisions of this subchapter are being complied with.
