§ 130.25 DUTY OF PERSON OWNING OR CONTROLLING TO HEAT; REQUIRED TEMPERATURE.
   It is the duty of every person owning or controlling any dwelling in which heat is furnished from a heating plant used in common for the purpose of heating the various rooms therein, to furnish heat to the rooms from September 15 of each year to June 1 of the succeeding year so that the occupants thereof may secure, without undue restriction of ventilation as to interfere with proper sanitary conditions, a minimum temperature of 65°F at 6:30 a.m., 65°F at 7:30 a.m. and 68°F at 8:30 a.m. and thereafter until 10:30 p.m. average throughout the room.
