It is unlawful for any person to operate or conduct a secondhand store in the village without obtaining a license therefor. Application for the license shall be made to the Village Manager and shall be by him or her referred to the Chief of Police, who shall make or cause to be made an investigation of the applicant. No license shall be issued to any person who is not of good moral character, nor to any person who has been convicted of burglary, robbery or receiving stolen goods, nor shall any license issue without a recommendation by the Chief of Police as to whether the license shall be issued.
