No pawnbroker’s license shall be issued to any person under the age of 21 years. No pawnbroker shall employ a minor to assist him or her in his or her business, neither shall he or she have any business dealings as pawnbroker with any minor, except with the written consent of the parent or guardian of the minor to the particular transaction.
