Every pawnbroker doing business in the village shall keep a record of every article pledged with him or her or sold to him or her, stating the name and address of the person from whom the purchase was obtained, an accurate description of the article, the time of the purchase or pledge, and the amount paid therefor. This record shall be open to inspection by any police officer at any time.
