§ 117.16 LICENSE APPLICATION; CONTENTS; INVESTIGATION.
   The application for a pawnbroker’s license shall be made to the Village Manager, and shall state the residence address of the applicant and the number of employees intended to be engaged. The Village Manager shall refer the application to the Chief of Police. The Chief of Police or a member of the Police Department designated by him or her shall investigate each applicant. The Chief of Police shall make a recommendation as to whether the license shall issue and no license shall issue unless he or she recommends it. No license shall be issued to a person who is not of good character, nor to any person who has been convicted of receiving stolen goods or of burglary or robbery.
