No person shall locate, build, construct, operate or maintain any shop, store, yard or place in the village in or upon which rags, old rope, paper, bags, metals, bottles, automobiles, trucks, vehicles or similar articles are placed or stored, sold or dealt in, except in an area in which the shop, store, yard or place, the placing, storage or dealing in those articles is expressly permitted under the zoning regulations of the village, or without first obtaining a special permit from the Village Board upon the terms and conditions as it may require.
