§ 114.23 ISSUANCE AND INVESTIGATION PREREQUISITE.
   (A)   The Health Officer shall from time to time issue licenses authorizing the operating of restaurants within the village, in the following manner and not otherwise.
   (B)   Any person desiring a license to operate a restaurant shall make a written application for that purpose to the Health Officer. The application shall be accompanied by evidence that the applicant, if an individual, all the members of a firm, if a co-partnership, and the persons in charge of the business, if a corporation, is or are persons of good character and reputation, and also that the premises where the restaurant is proposed to be operated are proper and suitable for that purpose from a hygienic and sanitary standpoint.
   (C)   If the Health Officer is satisfied that an applicant is of good character and reputation, and suitable to be authorized to operate a restaurant, and that the premises where it is proposed to operate the restaurant are proper and suitable for the purpose from a hygienic and sanitary standpoint, the Health Officer shall issue or cause to be issued a license in accordance with the application
