A majority of the corporate authorities, as defined by the Illinois Municipal Code, 65 ILCS 5/1-1-1 et seq., as amended, shall constitute a quorum to do business, and except as otherwise provided in this code or by statute, the action of the corporate authorities shall be controlled by a majority vote of those present.
