The provisions of the preceding section providing for the sale of goods, wares or merchandise in or upon any street, sidewalk or public place do not apply to magazines, books, newspapers, pamphlets or other written or printed matter which the village cannot, as a matter of law, prohibit the sale of in or upon those places.
