(A) If the Chief of Police determines after reasonable investigation that the applicant proposes to engage in a lawful and legitimate commercial or professional enterprise or fund-raising activity, he or she shall issue the permit required by § 112.01 of this code. An application for permit may be denied for any one or more of the following reasons:
(1) Failure to provide complete and accurate information in the application;
(2) Fraud, misrepresentation or false statements made by the applicant in the course of conducting any solicitation activity;
(3) Violation of village ordinances or laws of the state in the course of conducting any solicitation activity; or
(4) Conduct of solicitation or other activity in a manner as to constitute a trespass upon private property within the village.
(B) Each permit shall expire on December 31 of the year in which it is issued.
