The construction, erection, modification or demolition of any permanent or temporary structure in relation to a special event or use of public property for which a permit is issued under this subchapter shall be governed by all applicable building and construction regulations and permitting requirements. No permit issued pursuant to this subchapter shall authorize building and construction activities in lieu of any other required permit, authorization or approval.
