No person or group of persons shall use any street, public way, public building, public equipment or personnel, or other municipal property within the village for any commercial or non-commercial private event or activity that may disrupt the ordinary and safe public use of such street or other property without first having obtained a permit from the Village Manager or the Village Manager’s designee.
