All public streets, public ways and other municipal property in the village shall be under the supervision of the Village Manager, under the direction of the Village Board. The Village Manager shall supervise all proposed commercial and non-commercial private activities, events and other uses of such municipal properties that may disrupt the ordinary and safe public use of such street or other property. In this capacity, the Village Manager is charged with the enforcement of all provisions of this code and any other related ordinances except traffic ordinances.
