It shall be unlawful to present public amusements or shows of any kind which tend to or are calculated to cause or promote any riot or disturbance; and it shall be unlawful for any person to create a disturbance in any audience or to permit or gather a crowd to witness or participate in any amusement as to create a dangerous condition because of fire or other risks.
