§ 110.13 TERMINATION AND NOTICE.
   (A)   All annual licenses terminate on December 31 of each year unless issued for a period less than one year or no provision to the contrary is made.
   (B)   The Village Manager shall, not less than ten days prior to the termination of the license or permit period, except in case of dog and vehicle licenses and licenses or permits for one month or less, cause a written notice to be mailed to each licensee and person to whom a permit has issued, of the time of expiration of the license or permit held. Failure to send out the notice, or of the licensee or person to whom the permit is issued, to receive the notice, shall not waive the requirement that a new license or permit be procured, nor constitute a renewal or waive the requirement for renewal, nor shall it constitute a defense in an action instituted for operating without a license.
