No license or permit, even though issued, shall under any circumstances, be valid or of any binding force or effect unless issued in strict compliance with all ordinances in force at the time of issuance; and any license or permit hereafter issued shall become null and void and of no effect whatsoever if at any time it contravenes any ordinance passed subsequent to the issuance thereof.
