No person shall deposit, dump, throw, cast, lay or place any glass, metal, can, ashes, dust, manure, paper, garbage, rubbish or refuse material or obstruction of any kind, in or upon any park or beach, or in or upon the waters adjoining the same, or any public premises within the village; provided, however, that any materials may be placed in containers which may be provided for that purpose.
