§ 91.020 LICENSE TAG REQUIRED; FEE.
   (A)   It shall be unlawful for any person to harbor or keep a dog within the village at any time before January 1, 2000 unless the person applies for and obtains a license on or before July 1 in each year for each dog so harbored or kept, except for a dog first brought into the village after that day or less than four months old on that day, in which case a license shall be applied for and obtained for the dog when it is first brought into the village or attains that age. It shall be unlawful for any person to harbor or keep a dog within the village at any time on or after January 1, 2000 unless the person applies for and obtains a license on or before January 1 in each year for each dog so harbored or kept, except for a dog first brought into the village after that day or less than four months old on that day, in which case a license shall be applied for and obtained for the dog when it is first brought into the village or attains that age.
   (B)   Application for a license shall be made to the Village Collector, the application showing the name and address of the owner, the sex, color, breed of the dog, age and name, the date of the most recent rabies vaccination, inoculation number and name and address of the licensed veterinarian who performed the vaccination.
   (C)   Every owner of a dog harbored or kept within the village shall pay an annual license fee of an amount as established in the annual fee ordinance for each dog he or she harbors or keeps within the village. Every owner harboring or keeping a dog born or brought into the village after January 1 in any year shall pay on or before the date upon which it is brought into the village or attains the age of four months a license fee for the remaining months of the year in which the dog is brought into the village or attains that age. Upon the filing of an application for the license required by this section and providing proof of a certificate of inoculation as herein required by this section, the Village Collector shall issue to the owner a license tag conforming to the requirements of this chapter.
   (D)   Whenever the ownership of a dog shall change, the new owner shall notify the Village Collector and pay the Village Collector a fee to change the record of ownership accordingly.
   (E)   If the license tag issued to the owner of a dog is lost or stolen, the Village Clerk shall issue to the licensee upon application therefor a duplicate license tag upon payment to the Village Clerk of a fee.
   (F)   Any unlicensed dog harbored or kept within the village in violation of this section shall be impounded. A dog so impounded may be redeemed as provided in this chapter upon compliance with this section.
   (G)   All fees required by this section shall be as established in the annual fee ordinance
