Whenever any nuisance exists under this chapter contrary to the provisions thereof, in addition to any other remedies provided in this chapter, the President of the village is hereby authorized in his or her discretion to cause the same to be summarily abated in a manner as he or she may direct, at the expense of the party permitting or maintaining the nuisance. Action on the part of the President shall not affect the right of the village to enforce any other penalty provided by this chapter.
